Create a new rule “That Thirsty Skeleton” as a subrule of “Creatures”:
That Thirsty Skeleton’s stats are: Strength-1 Dexterity-13 Constitution-1. Its loot is a Potion of Strength. Its Health is 20.
Create a new rule “Potion of Strength” as a subrule of “Items”:
Affect: An Orc who holds a Potion of Strength may cease holding it to gain 1 Strength.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
