Create a new rule called “Motion”:

A Citizen can create a Votable Matter which is a Motion, if they have no Motion Pending. A Motion is a Votable Matter with “[Motion]” in its title. A Motion is considered Popular if it “it has a number of FOR Votes that exceed or equal a Quorum of Quorum Citizens”, instead of “It has a number of FOR Votes that exceed or equal Quorum.”.

If a Motion would be both Popular and Unpopular, it is instead only Popular.

The Quorum of Quorum Citizens amount is recommended to be publicly tracked. A Quorum of Quorum Citizens is half the number of Citizens in a Quorum of Citizens, rounded down, plus one.

A Motion, upon Passing, does one of the following (the Motion’s text specifies which):
  - Have the autor go down up to 10 Floors, or go up up to 10 Floors.
  - Have a Citizen explicitly specified by the Motion go down up to 5 Floors, or go up up to 5 Floors.

If Circuit Breakers passed, add this to the list of things that Motions can do:

  - Make a Floor not Shorted Out

I guess this should also be expressed as dependent on Gamestate is Gamestate passing, as it won’t make much sense without it.

What happens if a proposal adds a rule and thus changes “n” and shifts what is in each zone?

Do proposals that anticipated the bots being in a different zone just fail?

What if the rule changing the zones cause the copbots to fall in the zone of the new rule? It’s not amending a rule, but it could cause confusion as to whether or not it’s allowed.

There’s too many edge cases for me to be sure on this one.

against I do like the direction this is headed in, but I am very wary of allowing things to pass with majority opposition, at least until we have a better sense of what the mechanics are.

for I think allowing things to pass with majority opposition is ok, but only because it still requires some agreement and can only do very specific things
