Proposal: Bell Leaf

Each Cell has a Psy-Index, which is a publicly tracked integer between 0 (total apathy) and 1000 (closest to victory), that intends to measures how close to victory a Cell is relative to the player who is closest to victory (who shall have a Psy-Index of 1000), taking into account their personal gamestate, the state of the game and the current rules, and the player’s own private communications and personal skill and apparent motivation for the game.

The Ministry shall and can, as a cyclical action, set each Cell’s Psy-Index to a value that they personally subjectively believe that their Psy-Index value should be.

I believe this would make for a very interesting graph to have later on. It also works to give other uninformed players some clue as to who might be currently the most dangerous Cells.

I’m up for it, with two caveats:

* I’m planning to be a more adversarial Emperor this time around, so I reserve the right to use this as a way of messing with people, and
* I don’t want to hear any whining about it; as Kevan says, a lot of the game is invisible to the Emperor, and even if it wasn’t, I only have my perspective on what “doing well” looks like, especially in the early stages of the dynasty when there’s no victory condition.

If that’s all things that people are comfortable with then sure. Otherwise please do vote against.

I’ll note that this doesn’t actually specify that the text included should create a rule, which arguably means that this proposal does nothing; but I’m making a follow-on proposal so I’ll build on this.
