Repeal “Versions”.

Reword “Reinitialization” to the following:

When an AI is Reinitialized, all of their dynastic variables are set to the defaults, except for their World Data, which is halved, rounding down. Additionally, the tags and Data Store of that AI’s Server Room are reset to their default states.  An AI who has been Reinitialized at least once in the past 96 hours (3 days) cannot achieve Victory.

An AI with a non-negative Suspicion that is 6 or more higher than the median Suspicion is Errant.

Versions seems to be doing nothing.  Time to scrap it and replace it.

(that being said, objectively, its probably fair. people have done a good job avoiding letting their version get too high and so locking players out of the entire dynasty for early mistakes is a bit harsh. but also just like… nomic is nomic =D)
