Accounts aren’t gamestate, so this isn’t a legal proposal.
But what’s the thinking, here? Are there a load of fake accounts left over from a scam or a spambot, or do you just want to clear up the sidebar? Because we can do that without deleting old players’ accounts. (And I’m not entirely sure what happens to archived comments and posts, if we delete the accounts that made them. I’m not even sure that we can delete accounts.)
It can auto-fail. I think yuri just wants the Gamestate or Sidebar to look tidier, which is understandable.
There are a lot of spam accounts. Just order the player list by ascending number of posts.

@Yuri: Good idea. We should also (@Kevan) clear up the sidebar—perhaps only accounts with >= 1 posts should be displayed.
Several are spam accounts… like yuri_dragon_17.5… but some are just watching.
Again: there’s no reason to ask to do this. Accounts on the blog are not gamestate. Feel free to go and delete all accounts with no posts and no recent login.
The sidebar list isn’t a userlist of the blog, it’s a hand-coded list of players, or used to be. I haven’t checked, but it seems unlikely to have changed.
