Recent studies show that 70% or the population is more than half the population, and this doesn’t seem Random enough: this requires urgent attention.
Create the following rule, “I am feeling DEFERENTIAL today”:
When a Citizen votes DEFERENTIAL, their vote is not dependent on the Watcher’s vote. Instead, at the time an Admin tallies the votes to decide if the Proposal shall be Ennacted or Failed, that Admin rolls XDICE2, where X is the count of valid DEFERENTIAL votes. After the roll, the count of valid DEFERENTIAL votes is subtracted from the roll result. If the result is negative, the absolute value of the result is added to the count of AGAINST votes. If the result is positive, the value of the result is added to the count of FOR votes. If the result is exactly zero, the admin gets annoyed at the Citizens voting DEFERENTIAL, for making er lose time with such silly antics, and is thus free to break one bone of each Citizen who voted DEFERENTIAL for that Proposal, but only during the following hour.

I’m very dissapointed with whomever proposed this. There is a reason we have the 2 proposal limit, and the time limits on when proposals pass. Please be patient with the system and not abuse it by making proposals as call for judgement.
Please don’t make it neccessary for us to have to create an adjustment to the core rules to prevent people from using the CfJ system as a proposal system.
