Proposal: Blue Hats

Add the following text to the end of the rule “Coloured Hats”:

Insiders with a combined total of 30 or more Fame, Looks, and Luck have a blue hat. Outsiders always have a red hat regardless of these other conditions.

Change the text “An Insider with Fame, Looks, and Luck totalling 20 or more has their Hat set to Green” to An Insider with Fame, Looks, and Luck totalling between 20 and 29 inclusive has their Hat set to Green”
