Proposal: Break the Cycle
In the rule “Ranked Choice”, after the step that starts with the text “If there are no Plans with a Top Pick of at least 1”, insert the following step:
# If all of the remaining Plans in the Runoff Ballots have the same amount of Top Picks, skip to the last step in this atomic action.
In the same rule, at the end of the text “the Drafter who authored that Plan.” add the following text:
If the Winning Plan is empty, summarize the reason why it is empty in this post.
If we wind up having an even number of Ballots, I think it’s possible for two Drafters to tie at the end of the algorithm, so we need a way for the Supervisor to get out of an infinite loop.
