Note that I don’t think this proposal is broken; it would create its enforcement for can DoV whenever as a dynastic rule, which would be repealed as soon as anyone but Bucky won.

ais - in order to do that, it would need to actually create a rule (which it doesn’t) - it changes the gamestate directly.
