I don’t know whether this is a fair play violation or not.

The rule say that “If a wiki page becomes gamestate as a result of a Proposal enacting, that page shall – unless otherwise specified – be reverted to whatever state it was in at the time of that Proposal’s submission (and if the page did not exist at that time, it shall be blanked).” Proposal: Government-Mandated Protocols didn’t make its wiki page gamestate; it simply used it as a source. Is this a scam on an appendix rule, or a scam on a proposal that exploited a gap in the way that the rules are drafted?
