True. Could have something like “that broker may then choose to Deny the Mantle. If they do, the Mantle is returned to the Broker that originally passed it, and the Broker who denied the mantle is no longer considered for the purposes of this rule.”

@Pokes actually they potentially can’t repass if they want as you can’t pass if a person who hasn’t been emperor before is above you.

I think the undecidedness of “willing” is probably fine. If A passes the mantle to B, but C has more kudos than B and was willing to run they can just speak up with a CfJ

That person will have been Emperor while they were holding the mantle: being passed it immediately makes a player into the Emperor.
