In the rule “Into the Storm”, add the following bullet point to the end:
* Idle Districts may not be unidled and no new player joining requests may be administered, unless Blognomic is in Interregnum.

This should also cover new players joining for the first time (which also catches old players tactically and openly starting new accounts).
@Josh no, it doesn’t? all I can gather from the ruleset is that you can’t unidle while a DoV is pending

BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
The game has been running since 2003 and resets every month or so. Have a look around the wiki for more information and history. New players are always welcome and can join in the game at any time.

Interregnum currently prohibits unidling, so the last clause is unnecessary and potentially confusing.
