Proposal: Cap and Trade

In dynastic rule Benefices, replace:

All Cardinals have Benefices, a number tracked in the GNDT. The default value is 1. As a Church Action, a Cardinal may reduce their Influence by 1 to increase their Benefices by 1. As a Church Action, a Cardinal may reduce their Benefices by 1 to increase the Benefices of another Cardinal by 1.

with:

All Cardinals have Benefices, a number tracked in the GNDT.  The default value is 1. The total number of available Benefices is 50. As a Church Action, a Cardinal may reduce their Influence by 1 to increase their Benefices by 1, given that the the action does not result in a total number of benefices greater than 50. Cardinals may trade benefices amongst themselves in either public or private. The Pope shall arbitrate any disputes between cardinals regarding any trade.

A little wary about the instantaneous transfer option, though. It makes winning an Invasion even more of a timing scam.

Instantaneous transfer between Cardinals? As in no regulation on Benefice trading?

against “May trade benefices amongst themselves in either public or private” seems too much - too easy for a group of players to have a standing agreement that Benefices can be shuffled around (and handed back when purposes have been served), and a mess as soon as anyone involved decides to dispute it.

(Even if the Pope “arbitrates the dispute” wisely, what happens to all the game actions taken on the grounds that Cardinal X had 10 Benefices while Cardinal Y had zero?)
