If “Cap and Trade v2” enacted, this proposal has no further effect.
In “Benefices”, replace “As a Church Action, a Cardinal may reduce their Influence by 1 to increase their Benefices by 1.” with:-
If the total number of Benefices owned by all Cardinals is less than 50, then as a Church Action, a Cardinal may reduce their Influence by 1 to increase their Benefices by 1.
Proposing just the cap mechanic from delcooper11’s previous proposal.
