Add the following after the third paragraph in the rule Routes:
If a dynastic action would cause a driver to gain a route which in doing so would cause them to have more than 60% of their routes the same (where those routes are neither Jam or Downtown routes) that driver shall instead gain a Downtown route.
I first thought Scrubbing Routes could be use to get free Downtown Routes, but you covered that. Still,

BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
