Create a new Dynastic rule titled “Loyalty”

Each Cardinal has a Loyalty, tracked in the GNDT. The default value is None
Possible values for Loyalty are:

* None
* Colonna
* Orsini
* Florence
* Naples
* Venice
* France
* Spain

A Cardinal whose Loyalty is Colonna or Orsini is a Roman. A Cardinal whose Loyalty is France or Spain is a Foreigner.

As a weekly action, a Cardinal my change their Loyalty. If their Loyalty was not None, their Influence is halved.

That’s the problem with coming back after a while, you forget things like the typo rule and only the oldest proposal can be failed.
And now the second proposal of this is illegal, I think, since this was never legally failed
