Proposal: Challenging the Outside, proposal version

In rule 2.12, after

Then, the Challenge Champion gains 3 Fame (the Host is responsible for updating the GNDT accordingly); in addition, the Host may change the owner of one Reward to the Challenge Champion.

If the Challenge Champion is an Outsider, instead they become an Insider then gain 1 Fame (in addition to any other fame they would gain for becoming an Insider).

Because the current challenge rules don’t handle Outsiders well. And the Hostess is quite willing to run joint challenges.
