Add the following sentence to the last paragraph of the rule Conclaves:
After a Scrutineer announces in this way that dark smoke has been released, all Scrutineers may, within the following 48 hours, select a Cardinal and remove that Cardinal’s Vice.
Each Cardinal selects one - I suppose I can reword “all Scrutineers” to “each Scrutineer” in a future proposal. Alternatively, is it okay if we as a group come to a consensus informally that the current wording means each Scrutineer chooses one?
That’s what I thought when I first read it before Kevan’s comment Elias, but now Kevan makes a fair point.
Although I initially read it like Elias, I’m not a bit confused but yeah I can agree informally with Elias. 
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
The game has been running since 2003 and resets every month or so. Have a look around the wiki for more information and history. New players are always welcome and can join in the game at any time.
