In the rule “Escape”, replace “If there is exactly one Prisoner who is not Injured, and if that Prisoner has a SHIV score of 99 and is the Don, then that Prisoner has achieved victory.” with:-

If there is exactly one Prisoner who is not Injured, and if that Prisoner is the Don, then that Prisoner has achieved victory.

Seems tricky enough even without the strange SHIV requirement.

On re-reading that rule, I’m a bit surprised about the Fish victory condition as well. Why do all the non-injured prisoners need a SHIV of 99, rather than just the Fish?

I have no idea. I thought there might be an infinite-loop SHIV scam in there, but couldn’t see anything.

Since we can’t currently lose SHIV, I suppose it could be regarded as a timing thing.

Oh, wait, we can reset it to 10 by becoming Injured. So I don’t know.
