Unfortunately, C-3PO heads, legs and torsos are undefined in the ruleset. Heads can be Smiling, Frowning, or Pirate, while legs and torsos have to be a variety of colours.

The image shows two shades of grey for the sake of flavor, but each shade is defined as “grey” in the construction.
Quotes from the ruleset that allow C-3PO stuff:
“a head brick may have a non-standard expression”
“a torso or leg brick can carry a custom design”
Actually it never stated who gets to define the circumstances, so
I define them as whenever anyone wants.
Rule 1.1: “The Ruleset and Gamestate can only be altered in manners specified by the Ruleset.”
The definition is gamestate and thus can only be defined as specified by the ruleset.
Then it cannot be defined until the ruleset permits it to be.
That was the intent of the proposal - to allow for customisable conditions to be added later.
