Add a new rule, called “Hurt”. Place this rule in the ruleset so that it contains floor 56. If that is impossible, place this rule in the ruleset so that it contains floor 72. If that is also impossible, then something is broken. Place this rule wherever the enacting admin wants to. If that is also impossible, then idk anymore just stop
Its contents are as follows:
Add a new gamestate, called “hitpoints”. It can be a non-negative, integer (for example: 0, 3, 69). Every (unidle) player has this gamestate. It defaults to 100. It is publicly tracked.

this is better than ur previous proposals, but still formatted very strangely!! try something like “Each Citizen has a number of ‘hitpoints’, which is a publicly tracked integer that defaults to 100.” instead of what u have here. the rules are statements of facts about the game, not instructions.
also things like “add a new gamestate” & “every (unidle) player” are unnecessary; the former is in very stiff language, & also the word ur looking for might be ‘variable’? and the latter is overclarified bc idle players don’t count as players for most rules anyway

More broadly, this poses a question of PvP in this dynasty, or at least PvE. Are we keen on taking this tower in a Nakatomi Plaza kind of direction?

Also, specifying that unidle citizens have the variable could end in a scam where going idle and coming back makes the variable cease to exist for a bit. Then, when you return, it resets because while idle, your hitpoints didn’t exist at all. I know there are rules in place to prevent it, but specifying unidle players makes it a bit iffier.

[Supernova] I think it works as normal (with unidling players returning with “the last legally endowed values it had”). Since “Idle Citizens are not counted as Citizens” for the purposes of dynastic rules, saying “Citizens have hitpoints” is no different to “non-Idle Citizens have hotpoints” - when a player idled, both wordings would stop applying to them.
