Proposal: Common errors should cease to be errors

To the list in the rule 3.3.2 “Rules and Proposals”, after the first item, append:

* If a new wiki page is created by a proposal and its contents are not specified in that proposal, that new wiki page shall be created blank.

for Though if you remember to create the wiki page you’re likely to remember to blank it as well; and if you forget to create it, this rule won’t help.

for Although this doesn’t much help in its current form; the exploited wiki page wouldn’t be “new” (it would newly be gamestate) and it might not be blanked if the Proposal only splits it into sections (we should use a more general “unless explicitly stated otherwise”).

And, for the second case, the blanking should occur before the enactment.
