Add a new RED subrule to the Rule “Reactor Leak”.  Call it “Acute Moral Compass” and give it the following text:

Whenever the High-Programmer Processes an instance of an action in the Code of Conduct, and in doing so changes a Citizen’s GNDT stats, he shall send that Citizen a PM that provides one word from the action they triggered, and the number of words preceding that word in the text of that action.  The High-Programmer should not provide any Citizen with the same Word more than once in this manner.
