Proposal: Confession Voting Booth

Add a new Dynastic Rule called “Secrets” with the following wording:
A Secret is a comment made on any post that has been encrypted with a password via the encryption generator at http://textmechanic.com/Encryption-Generator.html. To create a valid Secret, a Cardinal must post only the encrypted text as a comment, then send its password, as well as a link to the post on which they are commenting, to the Pope via private message. The Cardinal should save a copy of this outgoing message as well.
Replace the paragraph in the rule “Conclaves” that begins “If a Cardinal has posted a comment on a Conclave…” with the following:
If a Cardinal has posted a Secret on a Conclave whose decrypted text includes the name of a single other Cardinal, and does not already have a Secret posted on that Conclave, then the Secret is considered to be that Cardinal’s Ballot for that Conclave, electing the named Cardinal.
Replace the paragraph in the rule “Conclaves” that begins “If a Conclave has received a Ballot from every Cardinal…” with the following:
If a Conclave has received a Ballot from every Cardinal, then the Pope should make a new Story Post listing the passwords for all its Secrets, by Cardinal. A Scrutineer should then decrypt and verify each of these Secrets and post the full Ballot count in a comment on that Story Post. If more than two thirds of the Ballots on that Conclave named the same Cardinal, then the Scrutineer announces that white smoke has been released; otherwise the Scrutineer announces that dark smoke has been released. When a Scrutineer announces in this way that dark smoke has been released, that Scrutineer must also increase every Cardinal’s Influence by 3, and remove the Vice of the first X Cardinals who posted their own Ballot on that Conclave (where X is quorum).
This would make posting your own Ballot a secret affair until all the votes are in, but would leave votes cast by Infirmarii public. I don’t know anything in particular about that encryption tool, and would be amenable to using a different URL if anyone knows of a better solution.

The Papal step seems unnecessary, we could just repeat our passwords, or even send them to a Scrutineer directly.
