In the rule “Government Actions”, replace “As a weekly action, the Director of the Bank may increase the Power of every Loyal Oligarch by 10.” with:-

As a weekly action, the Director of the Bank may increase the Power of every Commander by 15, the Power of every Oligarch who holds an Office of Authority by 10, and the Power of every Loyal Oligarch who falls into neither of the previous categories by 5.

It gives some Power to Seditious Commanders. Once, and the same amount as if they weren’t Seditious. But there’s no long term when the Despot can sack any Seditious Commander at no cost at any time.
