If Proposal: Some Zone Rules was not enacted then this propsal does nothing.

Add a new rule to the ruleset as a subrule to Supply Requisitions, called Armoury:

When a Floor contains a Copbot Swarm, no Citizen may set their Floor to that Floor; any action that would result in such an outcome instead keeps them in their status quo ante location.

Add a Zone Rule to the rule Armoury:

Gun Rack: If a Citizen attempts to move from this Zone to a Floor that contains a Copbot Swarm, they may disregard the restruction set out in the rule Armoury.
