Second of all, sure, you can scam it, but the point of Fair Play isn’t to be air tight; it’s to give the other players a means of remediation in the face of something that quorum players have decided is an abuse. If you get core rule scams legalised again then maybe it’s a problem, but until then I’m fine with some slightly sloppy wording in exchange for clarity of intent on this.

What’s the punchline, that we’re all behaviourally indistinguishable during Seasonal Downtime?

I think it’s probably something to do with Trippers being moved to the location of their alliance-members, would be my guess.

Not a fan of the threats. If there is a issue in the rules, point it out or execute the scam don’t just go “remove this or I’ll do something”
