now it simply reintroduces a clause that used to be a condition for failing a proposal

I’m not sure failing a quorum-rejected proposal as soon as possible is that weird. Some voters might have misread something and would have changed their mind if it was pointed out, but that seems very rare, and not the end of the world. We only have the time window for enacting because a false-positive misreading could be the end of the world, if we enact something too quickly.

I’m interpreting “The number of Residents who are not voting AGAINST it is less than Quorum.” differently from you, if you’re reading it as “Residents who have a vote which isn’t AGAINST”. To me, that’s “Residents who have not voted AGAINST”. (So there are, for this proposal, a full 7 of us who haven’t voted AGAINST it.)

The timeout clause is still there, isn’t it, in that a votable is Unpopular if “It has been open for voting for at least 48 hours is not Popular”? Or does that not catch all cases?

Also, “not voting AGAINST it is less than Quorum” and “are voting AGAINST it is equal to or greater than Quorum” behave differently for some tie-breaks. If we have eight players, a quorum of 5 and votes tied at 4-4, then under the current wording, the proposal can be failed at that point. Under the proposed wording, it could be neither enacted nor failed until it timed out (and failed) or someone changed their vote.

suppose it’s a rather busy day for blognomic and a proposal gets a quorum of against votes within 10 minutes of being posted. It could be failed right away since it’s unpopular. The failing conditions for proposals don’t have a timeout.

I guess I was interpreting it differently in my reading. I’ll just take out the last change of this proposal.

Not sure I follow that. We can still only ever pass or fail the oldest Pending Proposal. If it’s a busy day and a short queue, I don’t see any harm in failing a ten-minute proposal if a majority of players have said they’re against it.

against Because the ruleset already says “A Votable Matter is Unpopular if [...] It has been open for voting for at least 48 hours is not Popular.” and I can’t see what other situations failing proposals if “at least 48 hours old and can’t be Enacted” would be covering.
