Amend Idle Prisoners in the Core Rules

When a prisoner is idled by their own request, any pending proposals submitted by that prisoner shall be considered self-killed.

against because you don’t explain where in the rule the new text goes, or if anything that exists in the rule is being replaced. If I were trying to write your proposal directly, I’d write it along the lines of “Amend the rule ‘Idle Prisoners’ by appending the following paragraph:”

However, I’d prefer it even more if we simply added a new bullet point to “Resolution of Proposals” allowing the oldest pending proposal to be failed if the Prisoner who proposed it is idle; it’d be easier to find it in the ruleset there, and is less likely to interfere with dynastic mechanics that influence voting.
