I am planning to vote FOR on this, and just holding off in case edits are needed. (I would probably prefer to fix it in the appendix rather than in the core rules, to reduce ruleset bloat, but any fix is good to get started.)

The thing is, the rule in the Appendix is already a little bloated with “or (if it is a Votable Matter) if all comments on it contain no voting icons” and the rest of the text “otherwise this can only be done as allowed by the Ruleset” suggests that permission should be granted in the places where it applies.

I’m happy to move this to the Appendix if it’s preferred to keep all related permissions in one place.

Another argument for putting it with the AA rules is that the Dynastic Reset is specific to the AA and needs to be the gating factor for determining when legal edits end if that action is performed sooner than 4 hours.

Right, this isn’t a case of either location being clearly better, and I’m fine with doing it either way.
