In the “No Collaboration” special case rule, replace

Private communications are considered to be anything that another average AI could reasonably be privy to

with

Private communications are considered to be anything that another average AI could not reasonably be privy to

This got pointed out a while back and never got fixed but as there is likely a 50/50 chance this rule will be active soon we should get it fixed
