Add a new Dynastic Rule to the ruleset. Call it “At-Will Caucus Treaty” and give it the following text:
At any time, Signatories to this Treaty may cease to be Signatory to any Treaty, by making a Story Post declaring which Treaty they are leaving (and, if they choose, why) and updating that Treaty’s list of Signatories accordingly.

Additionally, I think I should VETO this on the principle that Treaties should not amend other unrelated Treaties, even if the amendment is limited to the Signatory list. But I will leave an opportunity for counter-arguments before dropping the hammer.
... Well, I could have edited to add an exception for Late To The Party, but.
So as part of my proposal I introduced an “Eliminated” concept where Emperors could no longer become signatories to a treaty.
If we formalized this to be a universal concept, I think making it so that you can always eliminate yourself from a treaty, but then can’t rejoin, it would solve a lot of the problems.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
