Proposal: Deferential Votes in DoVs

Add to section 1.1.7:
In a DoV, a DEFFERENTIAL vote means that the explorer who votes such believes that the possibility of the player declaring victory correctly is dependent on information held by admins. In the same comment as there vote, they may include what information is necessary, and if the emperor agrees, they should post the information, turning the DIFFERENTIAL into a FOR or AGAINST vote, as the case may be.
Madrid:
* Admins =/= Emperor. Sphinx, the Emperor, isn’t an Admin for example
* Secret information is definitely a good reason to vote DEF, however, that won’t always be the case where DEF is a good idea. This is good, making it broader by just removing that restriction would be even better.
* You’re missing the [Core] tag (Dyn Rule “Tags”)
* We’re in Hiatus. You can’t perform the “Make a Proposal” action, described in “Proposals” because of “Upon doing so, the game immediately goes into Hiatus, if it hasn’t already. During this time, the only game actions that may be taken are those covered by Rules “Explorers”, “Votable Matters”, “Calls for Judgement”, “Gamestate Tracking” and “Victory and Ascension”.” This so isn’t a Proposal.
But I congratulate you on this would-be proposal. You’ve identified a problem and then made a proposal based on it to solve the problem. Game-winning aside, this kind of stuff is very useful and I appreciate it (except when it perhaps unintentionally plugs a scam in which case I will cri ebertiem lol).
