Change:

a private message describing exactly one Order that they wish to give during this Watch

to

a private message describing up to their “command skill” in Orders that they wish to give during this Watch.

Add to the rule “The Watch”:

Captains have a command skill of two, except for the captain controlling the red october, who has a command skill of three.

This still maintains an action economy, while allowing moving an shooting at the same time. It also gives an extra action to move the secret sub with.

It’s not really a speedup, if you can move and shoot/dive at the same time, because it means there’s less reason to hold still when they shoot at you. against

In a related question, I’d like to know whether people feel (as I do) that all orders in a watch are performed simultaneously. If they are performed in order received, we ought to make that clear for this Proposal to work right. As it stands, I see no reason to assume you can Shoot from where you move TO in one Watch, because your Shoot destination wouldn’t be in range of the original location, so it wouldn’t be a valid order.

Main reason for simultaneously being preferable to “done in order received” is convenience for the Admiral. I hope to propose this as a clarification, soon, if people don’t feel otherwise.

I was assuming simultaneous, because the map orders are only “move” and “put a shot marker in a square”. Whatever order the Admiral processes them in, the final result is the same.

It’s implied here that the Admiral should process Orders from a Captain in the sequence they are listed: if I say I’m moving my Battleship to square 4 and moving again to square 7, I’d hope the Admiral would process the moves in that order, rather than processing “square 7” first and rejecting it as illegal. That should be made explicit.

against per TyGuy—-if I can both move and shoot then hits will be rare, slowing everything down.

Or at least it removes an interesting gameplay dimension where I want to predict what people will do and move if I think someone’s going to shoot.
