If the most recent Tick was more than 24 hours ago, or if the most recent Tick was more than 8 hours ago and only one Live Runner has no Heading,
Speeding things along just a little bit.

I’d say that there should still be some window even if it’s not the full 24 hours, since there’s not much point sending a reminder if it’s too soon. About 8 or 12 hours would feel about right to me.
