Deliberation Timing submitted twice. Is it legal for me to do this to the second copy?

Yeah; “If no Honourable Member has commented on it, an official post may be altered or removed by its author.” Technically you changed this post to a different category rather than removing it, which could have been more problematic, but you did it within 15 minutes of posting, so it’s all good.
