Proposal: Disturbing

In “Disturbances” replace the paragraph starting “There is an atomic action called Sight Disturbances” with

There is a Next Disturbance which is a publicly tracked date and time. If the current time is after the Next Disturbance, any Fishing Contestant or the Elder Judge may take the Sight Disturbances action, and it is the only dynastic action which Fishing Contestants make take.

The Sight Disturbances action has the following steps:

in the same rule replace “With a 50% chance, the preceding three steps are repeated, with the newly created Disturbance not being eligible to be selected in step 1” with “Randomly select Yes or No. If the result is Yes, the preceding three steps are repeated, with the newly created Disturbance not being eligible to be selected in step 1.” and replace “Publicly track the time and date of this performance of Sight Disturbances in a variable called “Last Sight Disturbances” with “Roll a DICE24. Set the Next Disturbance to be the current date and time, plus 24 hours, plus a number of hours equal to the dice roll, rounded down to the nearest hour”

Roll a DICE24. Set the Next Disturbance to be the time the last slight disturbance action was performed, plus 24 hours, plus a number of hours equal to the dice roll, rounded down to the nearest hour

As pointed out in other proposals, there is a timing game around disturbances. pays to be online at 0:00 and control when the disturbance fires (as you can choose to hold off and get some more actions in, or you can choose to fire it right away)

This gives disturbances a rolling 24 hour window when they will next occur, removing an advantages to any given timezone

You can probably make it so it’s either dice2 or unambiguous words, otherwise there’s the risk of a similar mistake being made in the opposite direction (i.e. rolling with {Yes,No} or similar to be unambiguous, only to realise that the role specifies it has to be Dice2).
