(If X is a negative number, this will result in the aspect being decreased, to a minimum of zero.)” add “Such an effect is known as a Basic Effect. The Value of an Basic Effect is the value corresponding to X, and the Stat of a basic effect is the named Aspect.”

If the proposal “Bird’s Eye View” passes, add the following to the list with heading “Selectively carry out some, all or none of these actions, in any order”
