Proposal: Don’t lock the doors ‘til the voting starts

If the most recent proposal entitled “Closed Vote” passed, this proposal does nothing.

To the end of rule 2.2.4.1, add:-

A Scripter who joined the game or unidled during the Voting Stage or the Bribery Stage may not change their ‘Vote’ statistic, nor have it changed by another Scripter.

for Admittedly, we could probably fix an invasion by CfJ unless it was very large, but its best to remove that sort of potential scam from the ruleset as we spot it.

@Psycotipath: something can’t be made into a proposal once it’s been commented on. Could an admin check if it was edited into a propsal after being posted? If so, it’s invalid.

Idk if this is what happened, but on one of my computers, all of the proposals have the little CfJ exclamation point box instead of the empty one for Proposals until the page finishes loading.
