Declaration of Victory: DoV

At 13:37 today I had more Ballots than any other Voter or any Party, and I therefore declare victory.

(Is there some nuance or loophole the new voting system that allowed the “Recommended Daily Allowance” proposal to be failed 5 votes to 6 after only 22 hours, when quorum is 15?)
