Create Local Rule “A Wrinkle in Time (1432/7/10)” with text:
If any Traveller’s Temporal Location would be set to a Game Date which is before 1432/7/10, that Traveller’s Influence is reduced by 10% (rounding all fractions up) before eir TL changes.

If enacted, will this Wrinkle in Time at 1432/7/10 be considered a Node Event?
This Proposal’s subject is of the form “X (Y)” where Y is the Game Date 1432/7/10, thus it is a Local Proposal with Locale 1432/7/10. Coldspell and Bucky have not voted on this Proposal since its Locale was not in either of their ranges.
To answer Coldspell: This proposal creates a Local Rule (i.e. a subrule of “Arrow of Time”) with Locale 1432/7/10. Since Local Rules don’t apply to Travellers in the “past”, the effect of this one will only apply when a Traveller goes from _after_ that date to _before_ that date.
At 1419, Bucky isn’t in Range to vote on this Proposal. However, at 1440 with Influence 10, I am in Range.
