Proposal: Emotional Texture

Reached quorum 8 votes to 1 with 2 DEFs deferring to the Mediator. Enacted by Kevan.

Add a new subrule to the rule “Emotions”.  Call it “Side Effects” and give it the following text:

If a Crewmember is Listless and Euphoric at the same time, they become Happy instead of Euphoric.
If the Atmosphere is Careless, whenever a Mission would be processed, there is a 10% chance it fails as though Unattended, regardless of whether it’s Attended.
If the Atmosphere is Euphoric, Humans may submit Demand proposals, which are treated as though they were Androids.  When the Computer posts a Demand submitted while the Atmosphere is Euphoric, it shall clearly label it as a Demand of uncertain origin.
If the Atmosphere is Unhappy, Trials require one fewer FOR vote to be enacted.  If the Atmosphere is Depressed, Trials require one more FOR vote to be enacted.

I’m not sure, but I think the second point should “if it is Attended, there is a 10% chance that it fails as though Unattended” as opposed to “there is a 10% chance it fails as though Unattended, regardless of whether it’s Attended” because I think the second statement implies that even if the mission is Unattended, there is only a 10% chance it fails as though Unattended thus contradicting the Ruleset which implies that if a Mission is Unattended, there is a 100% chance that it fails as though Unattended.

An atmosphere of Careless probably shouldn’t make a 90% chance of succeeding at an Unattended mission

I can’t actually imagine Kevan interpreting it that way, though—it might be a little ambiguous, but it’s not like the Ship’s Computer is going to try to run a scam. The language might be a little ambiguous, but the straightforward interpretation is clear, and it would be easy enough to amend or CfJ if it came down to that.

Yes, I’d read it as the 10% chance being in addition to the 100% chance, not simultaneous with it. But you could raise a CfJ (or propose to clarify the rule) if you disagreed with that reading.
