against I think “effects of proposals” is better wording than “contents of proposals” unless someone can prove me otherwise.

The effect of a proposal is debatable. Afterall, an effect mentioned in a proposal could be argued to not be an effect of that proposal as it wasn’t triggered when the proposal was proposed. So I think Bucky’s version in clearer.
