Proposal: Everyone loves arrows

Create a new dynastic rule, with the text in the quote below, and whose title is the most commonly-suggested title amongst valid votes on this proposal:

When voting on proposals which have flavour text, a Tourist may include an arrow icon (:ARROW:) with their vote; they should do this if and only if they like the proposal’s flavour text, or think that the proposal’s flavour text is in keeping with the spirit of the dynasty. If, when a proposal is enacted or failed, a quorum of counted votes on it contain arrow icons, the Tourist who proposed it may once within 48 hours increase their own Tourism by 3.

Yes, I know, I have a problem with remembering to title rules at the same time as I propose them. Anyway, a little fun group activity on holiday never hurt anyone, and some nice publicly-minded community spirit (with great flavour text) definitely should count as enjoyable.

@Clucky: if you’ve seen how this mechanic worked in Amnistar’s dynasty, it’s pretty hard to get a quorum of arrows.
