No, but it’s something that can potentially be dangerous to the stability of the ruleset.

No proposal should be able to affect any past event upon which its own effectiveness is dependent.

The status of a proposal is Gamestate, so this is legal, I guess. My interpretation if I’d had to enact it would be:

1. Proposal passes. -1 GL.
2. Proposal fails. +1 GL. Net gain 0.

I agree with Ornithopter’s interpretation, that would be the same way I’d handle it. I originally thought of writing it by using the sentence “This proposal fails” twice.

However I must state that our Overlord seems to be lacking some… imagination for evil. Perhaps he is not evil as he says…
