Proposal: Exception to the Groundhog

Add the following to the end of Phil the Groundhog’s dictum:

Exception: Whenever a Rule that has been in existence for less than 24 hours would be repealed, that rule is not repealed.

This prevents Admins from gaming the enactment rules to their advantage.

Thinking twice about it: wouldn’t this affect every rule, not just dynastic ones? It reads like it does.

Yes, arth, I suppose so; although, hopefully, we won’t be repealing core rules 24 hours after they’re instituted.
