In the rule Levels of Reality, change the paragraph which starts “An Agenda Item is a task defined as such by Dynastic Rules” to read as follows:
An Agenda Item is a task defined as such by Dynastic Rules, outside of flavour text. A Mindjacker who has completed a number of distinct, currently existing Agenda Items greater than or equal to their level since the last time they Ascended (or, if they have never Ascended, since the first moment they weren’t idle during the current dynasty), and who meets any other restrictions on Ascending, may Piggyback, which is an Atomic Action with the following steps:
* Make a Story Post outlining the Agendas that they are claiming to have completed in order to carry out this Piggybacking, with links to prior gamestate demonstrating that completion where necessary
* Ascend
At the moment the rule allows for a Mindjacker to turn in an Agenda that they have met between the moment of Ascension and the time of their most recent Ascension, even if that Agenda is not met at the time of the Ascension. That means that the completion of that Agenda can be an orphan variable, making Ascension through it impossible. Enforcing a blog post with links to prior gamestate brings it out of the orphanage, as the post will become the place in which that data is tracked.

this may be useful for clarity’s sake, but the completion of an agenda item is not an orphan variable! all current agenda items have “a reasonable manner in which [they] can be determined from other gamestate variables”, because as per the appendix, “The historical fact of the occurrence of a defined game action is itself considered to be gamestate, tracked in the history of whatever resource is used to track the gamestate modified by that action”.
also, this proposal says “change the end of the paragraph” but i think this is meant to change the whole paragraph?
also also, the first step should specify Story Post instead of just “post” for reasons outlined in my Metachronal Realignment proposal.
