Enact a rule entitled “Victory” as follows:
No Players have achieved victory during the Twenty-Eighth Dynasty of Kevan, unless they have done so under a condition outlined in this rule.
Similarly to Bucky’s proposal, it doesn’t really fix the current issue and also doesn’t fix the systemic problem that caused it.
From my perspective the issue is unique to this dynasty. Bucky’s stated rationale is that if Victory and Ascension hadn’t been nullified/replicated as a dynastic rule, this would be a core scam, which is already covered. But it was, so it’s not. That makes the issue specific rather than systemic, and this rule makes it explicit rather than presumptive that nobody else can try the same thing.
But then why not only make changes to gamestate saying that the collective victory is no longer valid?
but by voting down Bucky’s DoV, we are already establishing “no, you didn’t achieve victory during this dynasty”. And if Bucky hasn’t, who else has?
So this just adds unnecessary clutter to the ruleset.

either we shoot down Bucky’s attempt for being invalid, in which case no one else should try the same scam, or it passes in which case we also don’t need to worry about it anymore
