Proposal: First Blood

To “Creatures”, add:-

When an Orc causes a Creature to lose Health, they may Wound it by updating that Creature’s sub-rule to include the sentence “Wounded by (name).”, where “(name)” is the Orc’s own name.

In “Attacking”, replace:-

If the Creature is Dead, then the attacker may remove all Loot from the Creature’s sub-rule and distribute it as he or she wishes amongst the Orcs who have Wounded that Creature, distributing no more than one Item per Orc in this way, and distributing as much of the Loot as is possible. (Any Loot which cannot be distributed in this way is returned to the Creature.)

In “That Thirsty Skeleton”, replace “Its loot is a Potion of Strength.” with:-

Its Loot is a Potion of Strength, a Potion of Dexterity and a Potion of Toughness.

Create a new rule “Potion of Dexterity” as a subrule of “Items”:

Affect: An Orc who holds a Potion of Dexterity may cease holding it to gain 1 Dexterity.

Create a new rule “Potion of Toughness” as a subrule of “Items”:

Affect: An Orc who holds a Potion of Toughness may cease holding it to gain 1 Constitution.

There not really any incentive to make anything but the final blow against a Creature, at the moment. An opening attack just sets it up for other players to take the kill and grab the loot.
