Proposal: Fresh Fish

In the rule “Rumours”, replace “A Prisoner is a Fish if no other Prisoner has a lower Sentence than them.” with:-

A Prisoner is a Fish if no non-Injured Prisoner has a lower Sentence than them.

An alternative to Thrawn’s Showdown: non-Injured Prisoners are ignored when determining Fish. (So if there are two Prisoners left standing, each has to force a Riot without raising their personal Sentence too high, to win.)

for I like this solution to the problem (and it also causes the Rumour-based gameplay to focus on players who still have a stake in the game).
